R.16-2026 · Adopted Jun 2026
Financial Action Task Force · Standards & Guidance · International
Summary of Changes
The June 2026 revision updates the originator/beneficiary information requirements for wire transfers, recalibrates the cross-border de minimis threshold, and formally extends the travel rule to virtual asset transfers.
§1 — De Minimis Threshold
Countries may apply a de minimis threshold of USD/EUR 250 for cross-border wire transfers, below which reduced originator and beneficiary information may accompany the transfer — a change from the prior USD/EUR 1,000 threshold.
Used in EB-04651, Step 1
§2 — Virtual Asset Coverage
The revised Recommendation extends the travel rule to Virtual Asset Service Providers (VASPs), requiring originator and beneficiary information to accompany virtual asset transfers on the same basis as traditional wire transfers.
Used in EB-04651, Steps 1–2
Jurisdictions are expected to transpose the revised standard within 12 months. National competent authorities will assess implementation at the next mutual evaluation cycle.
